Is E-Invoicing Mandatory in Oman?

Yes, Fawtara is being implemented as a mandatory e-invoicing programme for taxpayers according to OTA's phased rollout. The date that matters to you depends on your rollout status.

For VAT-registered businesses

OTA's current FAQ defines phased implementation for VAT-registered taxpayers, with Phase 3 covering the remaining VAT-registered taxpayers from August 2027.

For SMEs

Being small does not automatically create an exemption. SMEs are part of the remaining VAT-registered taxpayer population unless their specific status is outside the rollout or another rule applies.

If you are not VAT registered

The current rollout is framed around VAT-registered taxpayers. Separately confirm whether your business itself has a VAT-registration obligation.

The practical question is not only “Is Fawtara mandatory?” but “What is my official rollout date?”
