Is a PDF Invoice an E-Invoice?
No. A PDF can be useful as the human-readable copy, but OTA explicitly distinguishes a PDF from the structured electronic invoice.

OTA's June 2026 FAQ states that a PDF invoice is not an e-invoice and that XML is the mandatory structured format.
